GENERAL INFORMATION ABOUT GHTC - INDIA
GHTC–India stands for Global Housing Technology Challenge – India, an initiative by Ministry of Housing and Urban Affairs, Govt. of India, with an aim to identify, evaluate and shortlist a basket of proven & potential innovative technologies from across the globe and subsequently mainstream them in Indian construction sector that are sustainable, green, disaster resilient. Such technologies would be cost effective, faster and ensure a higher quality of construction of houses, suiting to diverse geo-climatic conditions of India and desired structural & functional needs.
GHTC-India aims to transform the existing construction practices in housing sector, which employ conventional construction systems that are slow paced, energy intensive, dependent heavily on depleting natural resources, polluting and have large carbon foot print. The Challenge based on competition format, will invite proven & potential construction technologies that can speed up the time taken for construction, reduce costs, improve quality and ensure sustainable & disaster-resilient construction practices for mass housing in general and affordable housing in particular.
GHTC-India has following three components:
GHTC-India is being organized by the Ministry of Housing and Urban Affairs (MoHUA), Government of India.
GHTC-India is being conducted to help boost the capacity of the country to deliver on its ever-growing demand for sustainable and quality urban housing in a cost effective manner. While a major portion of the demand in this sector is being met by the flagship Pradhan Mantri Awas Yojana-Urban (PMAY(U)), there is large level of construction activities being carried out by Govt. entities like Development Authorities, CPWD, Public Sector entities like NBCC etc. and a host of private entities operating in the private sector. There is felt need to bring about a paradigm shift in the housing construction sector in India with an alternate technology transition that can facilitate construction of houses in a faster and cost-effective manner while meeting environmental, economic and social national/international standards.
Under Technology Sub-Mission of the PMAY(U), various State Governments are already using alternate construction technologies in construction of about 1.2 million houses. GHTC-India will leverage these successes and expand the scope of technology transition to reach the full spectrum of stakeholders in housing sector in India and beyond.
GHTC-India is a platform that consists of several components that are designed as competitions.
The Challenge is culmination of series of meetings, roundtable discussions, design workshops, interactive meets and is evolved based on feedback received from Stakeholders including NITI Aayog, 11 Central Ministries, various State/UT Govts., Academia (IITs), R&D Institutions, Standards Institutions, Public and Private Agencies, Builders. and International Organisations like Bloomberg Philanthropies, MIT.
MoHUA has partnered with Institutions of repute to collaborate, advise, support and facilitate the conduct of GHTC-India.
MoHUA has additionally partnered with other Institutions of repute to collaborate and support the conduct of GHTC-India as Associate Knowledge Partner.
PARTICIPATION - ELIGIBILITY AND PROCESS
Yes, if they have complete Technical and administrative back up for planning, designing and executing a project and their components lead to a construction systems as per the requirements of the GHTC-India.

No, not for participation in the EXPO. For subsequent Light House Project, an office may be required to work through local Indian support Partners. However, it is not mandatory.
Yes, it is preferred to have construction systems which can replace conventional load bearing and cast-in-place RCC framed construction, however a combination of building components holistically replacing conventional system can also be considered.

EVALUATION OF TECHNOLOGY
A Technical Evaluation Committee (TEC) constituted by MoHUA, Govt. of India for this purpose shall evaluate and finalise the technologies.
The alternate & innovative technologies are technologies replacing conventional construction technologies such as:
The following information amongst others will be required on getting shortlisted by TEC, in prescribed proforma, which will be available on the website,
The applications, in prescribed proforma available on line through website, will be received based on the details submitted for participation in EXPO and shortlisted by TEC for further selection.
Those initially shortlisted will be required to submit additional technical details about the technology in prescribed proforma available on the website for selection process.
The TEC will examine & evaluate the Details and based on their interaction with the Technology Providers during Expo, will select Technologies suitable for six identified locations covering different Indian geo-climatic conditions.
All the technology Providers, so shortlisted will be eligible for participation in Light House projects through bidding process.
The final selection for light house projects will be based on least cost. Six different technologies will get chance to execute the light house projects.
Technology Providers may tie up with Local support Partners, who will also be participating in the EXPO.
All technologies that do not make it to the final six Light House Projects may still have an opportunity to be used for mass housing in the country and will also be used for certification, development of SORs, inclusion in Indian standards, introduction in academic course curriculum.
BENEFITS OF PARTICIPATION
COMPONENT 2 - CONSTRUCTION OF LIGHT HOUSE PROJECTS
Light House Projects are real housing project of about 1000 houses each to be built in about two hectare of land in six identified places across the country.
This will act as a live laboratory for all stakeholders to learn about different aspects of new technology.
All those Technologies ,which TEC considers fulfilling basic requirements of performance and functional need of the country will be eligible for Light House projects.
Broadly based on their suitability for the geo climatic conditions of the identified sites and meeting Structural & functional performance requirements.
If more than one technology satisfy the requirement of a particular location, all satisfying technologies will be eligible for bidding for the Light House project for that location. Decision of TEC will be final in this regard.
In six locations in different regions of the country, six different technologies will get a chance to construct lighthouse projects.
Bidding will be two bid process - Technical and Financial. Those who qualify the Technical criteria will move to Financial bidding stage.
The usual duration is 18 months. However it is expected that Technology Providers will compete to complete the project in lesser time, for which incentives are proposed.

Light House projects will be live laboratories for all the stake holders.
Govt. agencies, Academia, Researchers, Builders will get chance to visit the construction site and learn different aspects of new technologies.
The project will be taken as an Affordable Housing Project (AHP) under Pradhan Mantri Awas Yojana - Urban, with contribution from Central Government and State Government.
The expected cost/ unit is Rs 8 lakh.
In addition a Technology Innovation Grant up to Rs. 2 Lakh per dwelling unit is proposed to be given to offset the impact and absorb any issues, which may arise due to challenges of scale and other factors related to such new technology.
Role of States/UTs
Sates/ UTs are expected to actively participate in this initiative of the Govt. of India.
States/UTs are encouraged to be a part of this Challenge and come forward with suitable land ,as prescribed for Light House project and avail this unique opportunity to introduce new proven Technology in their State.
States / UTs may apply in the prescribe proforma to participate in the Light House project.
Selection will be done by TEC.
The land should be at least one to two hectare free from all encumbrances.
Other criteria for selection will be:
Beneficiary's selection for houses constructed under Light House Project will be done by States/UTs in accordance with the guidelines of PMAY(U).
COMPONENT 3 - ACCELERATION AND INCUBATION
Potential technologies needing support in handholding/ improvements to fulfil the structural, fire, functional and other requirements will get an opportunity to tie up with one of the four Incubation Centres being set up in IITs. Four such Centres are planned in IITs - Bombay, Kharagpur, Madras & Roorkee.
These Centre will receive grants based on the detailed proposals, to be appraised by BMTPC, under PMAY (U).
Accelerator Workshops will be organized during EXPO and subsequently periodically by BMTPC in collaboration with WRI for Potential Technologies which are ready for use but need guidance in standardisation, financial management, marketing etc.
Those involved in potential technology development will get guidance from Experts from Financial institutions, Bankers, Marketing and other Experts to take their innovation forward.
